The window keeps popping up and telling me I need to install War 3 first.

Tryed running installer as admin

removed read only from program files (86) and gave everyone full access...

This is the route i would recommend as well. I have a folder I named Legacy Games on both my work and home computers. This tends to make older program run better on Vista and 7. Bypasses the UAC restrictions and allows the files to be altered, something that is required pretty often.

Also install Warcraft III followed by The Frozen Throne and then patch.
