What's the bottleneck in D3 development?

I'm curious. What is the limiting factor in Diablo 3's production. Obviously there is no natural limit to how many things might be in the game. You can have 5 skill runes or 30. You can have 10 legendary weapons or 10,000. Is it human resources that limits you, like "we wish we could put this and that in the game, but we have no people who would be needed to program it". Is it complexity? Balance? Time (to get the game out in a considerable timeframe)? What makes the devs say "it's enough"? Disc space? Hardware requirement of personal computers of your customers? Because I doubt money is the limiting factor at Blizzard. Or is it just a subjective feeling (ok, feelings are always subjective) that tells you when there are enough things in Diablo 3 already that make up for several years of replayability? Enough mechanics that keep the game interesting but not so much that the player would be confused?

No, it's just the effect from the chest piece of one 'tier' set.

Class specific items are still planned, but this would not be what it is, no.
