i have been looking at different sources and non of them seem to agree.

I know the overlord can drop creep. is evolved from the overlord
the overseer moves faster
and the overseer can detect.

Can the overseer drop creep?

can overlord or over seer drop creep while moving drop creep while moving?
can overseer carry units?

The Overseer cannot drop creep and Overlords can not drop creep while moving. Also, Overseers can not carry units.

Though at one point, Overlords were able to drop creep while moving, and it made for some fun taunting of the enemy :)
