I emailed PR after reading the rumors today, and this is what I received back just minutes ago:

Whoever the user at SC Legacy talked to is full of it. If there was a Friends and Family beta, Bob would know and would be able to comment. Someone is trolling the community big time.

For those in doubt. I can also confirm, that we have not launched any external beta yet, so no friends and family beta is live at the moment.

Sorry, Dontsuckplease, stay nice.. and the OP actually posted the correct answer to the question everyone had.

About Blizzard and dates, you will have a tough one on that since you know that we don't want to give you any answers that might turn out to be false, so we are very carefull on commiting to anything that we are not 100% certain of ourselves. But don't worry, you will get your answers in due time.

Sorry, friends and family beta is not live anywhere. Not in NA or EU or Asia for that matter.
