Friendly Fire should be everywhere, and 100%

I find it weird to have FF only on some units, like on siege tank, but then again not on others. How do you think about it? FF makes a plus for realism and forces you to micro your army better. FF could also be another factor that distinguishes the races; where the Terrans have many units which do terrible, terrible damage, but also FF because they are shooting projectiles, the Zerg don't have any projectiles (leaving slime and such aside now), and thus don't deal much FF. With the Protoss, it could be argued, that their weapons are intelligently designed and can distinguish between friend and foe.
