I have heard rumours about Battle.Net service is not free on SC2 and will require a monthly subscription (much like WoW). Can anyone verify if this is true?

Those countries will get much cheaper boxes to try the game first. In Russia for example there will be an option to play for free for a year or 4 months depending on whether you buy a very cheap or just cheaper game. After that period of time is over you can decide to either pay a monthly subscription or upgrade your game. As for the upgrade it will give you a full unlimited access. In other countries Battle.net stays free as it was stated multiple times already.
