I know you guys released a patch to fix a bug with crashing ATI card.
My ati card is still crashing on me, not always, but every now and then... Also, the in game graphics are messed up for me. Like little things... Some of the portraits, the graphics of when you're warping buildings in are screwy... I dunno I know I'm not the only one with this video issue.

Try updating your video card drivers. If that doesn't help, then reply back with the information Sixen posted so we can troubleshoot the issue further.

That's your physical hardware not working properly. You'll want to look up the beep code to narrow down what device it is from, then contact that device manufacturer for assistance. It probably needs to be replaced.
